6th Board Meeting

The sixth Board of Directors meeting of the Public Private Partnership Authority (P3A) was held in the Committee Room of Planning Commission, P - Block, Islamabad on Friday 13th March 2020. The meeting was presided over by Chairman BoDs’ Mr. Asad Umar (Minister for Planning, Development & Special Initiatives).

The meeting was attended by Mr. Zafar Hasan (Secretary Ministry of Planning, Development & Special Initiatives), Dr. Jahanzeb Khan (Deputy Chairman Planning Commission), Mr. Malik M. Ahmad Khan (CEO P3A / Secretary to the Board), Mr. Mushtaq Ali (on behalf of Secretary Finance), Ms. Xiaohong Yang (Country Director Asian Development Bank (ADB), with team of consultants and lawyers, Mr. Khalid Ilyas (coordinator SRIU, PM Office) Mr. Asim Saeed (Member PSD, Special Invitee) and P3A team.

The meeting was convened to consider ratification & approval of amendments in the P3A Act, 2017. Beside the agenda item referring to the internal affairs of the Authority, the meeting primarily focused on simplifying the project approval and the flow process (to ease pouring private sector investment into public infrastructure)

The chairperson, after making detailed deliberations on the aforesaid agenda items & the on the request of the CEO P3A, formed a committee comprising Deputy Chairman Planning Commission, Member PSD Planning Commission to take executive decision on the proposed amendments in the P3A Act.

The meeting was concluded on a note of thanks by the Chair.

4th Board Meeting

The fourth Board of Directors meeting of the Public Private Partnership Authority (PPPA) was held in the Committee Room of Planning Commission, P - Block, Islamabad on Monday 30th December 2019. The meeting was presided over by Chairman BoDs’ Mr. Asad Umar (Minister for Planning, Development & Special Initiatives).

The meeting was attended by Mr. Zafar Hasan (Secretary Ministry of Planning, Development & Special Initiatives), Mr. Omar Hamid Khan (Special Secretary Finance), Mr. Malik Ahmed Khan (Member Infrastructure, Planning Commission), the CEO of the PPPA, National Highway Authority (NHA) team, National University of Science & Technology (NUST) team, Asian Development Bank (ADB) team and PPPA team.

(The meeting was convened to consider giving approval to the feasibility study for Construction of Sukkur Hyderabad Motorway Project (M6) on BOT basis (being NHA its implementing agency). Among the other meeting agenda there was one giving approval to NUST to initiate procurement process for Construction of NUST Teaching & Research Hospital (NTRH) on BOT basis. The various rules formulated under the PPPA Act, 2017 were also meant to be discussed in the meeting to secure the board's approval regarding them.

The board, after making detailed deliberations on the aforesaid agenda items, approved the feasibility study for NHA's M6 Project and gave approval to the NUST to initiate the procurement process for its NTRH Project.

The Chair suggested to defer discussion on finalizing the rules until the next board meeting. The meeting was concluded on a note of thanks by the Chair.


2nd Board Meeting

board The 2nd Board of Directors’ meeting of Public Private Partnership Authority (the “Authority”) was held on 25th October 2019 under the chairmanship of Makhdum Khusro Bakhtyar, Minister for Planning, Development & Reforms. All members of the Board were present along with special invitees in the meeting.

Several agenda items were presented to the Board for consideration however, pursuant to one of the important agenda presented by the Chief Executive Officer/Secretary of the Board pertained to the three infrastructure projects to seek approval for development and further structuring of these projects. The Board of Directors considered the proposals of three infrastructure projects, deliberated upon the different aspects and after hearing of the implementing agencies concerned granted approval of the following three infrastructure projects:

(a) NUST Teaching & Research Hospital – a project of NUST University, Islamabad;
(b) Sukker-Hyderabad Motorway Project; and
(c) Karachi Northern By-pass Project - the projects proposed by National Highway Authority.

The Board of Directors’ authorized the Authority to formally take up those infrastructure projects, develop and structured them in accordance with the provisions of the Public Private Partnership Authority (the, “PPPA”) Act, 2017, provide advice, coordinate with the implementing agencies and fulfil all the codal formalities as envisaged under the PPPA Act, 2017, subject to the final approval by the Board.

While granting approval for development and structuring of aforesaid projects, the Chairperson added as a policy note that private investment is an essential element in the overall growth of the economy, introduction of innovative solutions providing efficacious use of costs and expenditures in the implementation of the projects, creation of new job opportunities and most of all bridging the infrastructure gap and deficit of the Government. He also noted that the Authority should expedite in its efforts for achieving the developmental goals set by the Government of Pakistan through private investment.


First Board Meeting

boardPublic Private Partnership Authority has been established by Government of Pakistan in accordance with the provision of the Public Private Partnership Authority Act 2017. By virtue of Section 6 of the Act a Board of Directors of the Authority has been constituted. First Board of Directors meeting of PPPA was held on 24th May 2019 at Q-Block, Pak Secretariat, Islamabad.
The Board of Directors meeting was chaired by Honorable Minister for Planning, Development & Reform as Chairperson of the Board. The other ex-officio members were also present.

During the meeting the Chief Executive Officer Mr. Muhammad Tanvir Butt gave a detailed power point presentation to the Board regarding establishment of the PPP Authority, its functions, mandates and its role and steps prescribed by the Act in approval of the PPP projects at different stages. Various other matters such as drafting and approval of procedural rules of the PPP Authority were also discussed in depth. Budget of the PPP Authority was also laid down before the Board of Directors, which was approved.
The most important decision taken in first Board of Directors meeting was the approval granted by the Board to NUST for initiation of procurement process for its National Science and Technology Park Project under Public Private Partnership modality. It is important to note that PPP Authority has been fully engaged with NUST in development, financial and legal structuring of this PPP Project.
The Chief Executive Officer also apprized the Board of Directors that the PPP Authority is also engaged with many other implementing agencies in development of their various infrastructure projects under PPP modality, which will be presented before the Board of Directors for approvals in due course of time.
